Why attack the Pentagon ?

The attack on the Pentagon was the act of a provocateur not of a Muslim Terrorist !
The Pentagon had no terror value what so ever. The anthrax has a terror value. The Pentagon was simply a act of a provocateur to incite the war planners.
Flight 93's strange route was a invitation for a shoot down. It was not the flight of a terrorist but again of a provocateur.
